For high-speed links, CUBIC will operate very effectively as it conducts a rapid search upward, and this implies it is well suited for such links. In contrast, Cubic and BBR showed significant and repeated fluctuations in throughput and RTT times. This implies that under such conditions a consistent onset of packet loss events when the sending rate exceeds some short-term constant upper bound of the flow rate would reveal the average traffic flow rate being enforced by the token-bucket application point.
