This implies that when a Vegas session starts adjusting its sending rate down, in response to the onset of queuing, any concurrent loss-moderated TCP session will occupy that flow space, causing further signals to the Vegas flow to decrease its sending rate, and so on. For high-speed links, CUBIC will operate very effectively as it conducts a rapid search upward, and this implies it is well suited for such links. In contrast, Cubic and BBR showed significant and repeated fluctuations in throughput and RTT times. This implies that under such conditions a consistent onset of packet loss events when the sending rate exceeds some short-term constant upper bound of the flow rate would reveal the average traffic flow rate being enforced by the token-bucket application point. What CUBIC does appear to do is to operate the flow for as long as possible just below the onset of packet loss.
